TFives, which builds compliance and AI governance infrastructure for the life sciences industry, has named Rob Merrill, JD, as chief executive officer. Merrill, who joined the TFives advisory board earlier this year, steps into the role as the company closes its Seed financing round.
For more than a quarter century, Merrill has answered the questions regulators ask after the fact: who approved a decision, under which rule, and what evidence supports it. As biopharma companies move AI and agentic systems from pilots into regulated work, those same questions now apply to software that drafts, classifies, and recommends. TFives was built to answer them one named use case at a time, and Merrill's appointment puts a career compliance operator at the head of that work.
His experience spans every side of the problem:
Inside the enterprise: Led healthcare compliance, promotional review, and regulatory affairs groups at Abbott Laboratories, Biovail, and Adolor, and a healthcare compliance advisory practice at Ernst & Young. His work focused on FDA advertising and promotion review, compliance program development, and FDA and OIG enforcement remediation.
Building and scaling: Founded Searchlight Compliance Advisors, then co-founded OneSource Regulatory & Technology, a tech-enabled regulatory services firm later acquired by ProPharma Group, where he led platform integration and expansion as senior vice president.
In AI health tech: Advises AI health tech startups including Areti Health, founded a stealth startup applying AI to pharma and biotech commercial communications, and invests through Quarrius Capital Partners.
"Biopharma companies want to deploy AI and are investing large amounts of money to use AI in product development through commercialization. The challenge for legal, regulatory, and medical experts is whether AI or agentic AI is acting with integrity and within the regulatory compliance framework. TFives has developed an orchestration engine of proof that will revolutionize how AI is adopted and I am excited to help the amazing TFives team take it into the market," said Merrill.
"Rob has spent 25 years ensuring the compliance infrastructure is meeting the changing risks as laws, regulations, and policies evolve, which are the exact regulatory scrutiny and challenges AI technology is forcing our customers to address. That's the kind of learning that can benefit enterprises, especially when you add the TFives Technology platform," said Prakash Singh, co-founder and chief revenue officer of TFives.
"We built TFives so that a use case being eligible to act is never the same as being approved to act," said Tarini Mohapatra, founder and chief product and technology officer of TFives. “Scaling that in life sciences takes real regulatory instinct, and Rob has built companies, led acquisitions and knows exactly what our customers are up against. With the core team in place, I'll stay focused on product evolution, expanding our regulatory framework, customer success and keeping the platform at the leading edge.”
The appointment caps a period of momentum for TFives, including SOC 2 validation and selection as a finalist in the 2026 Fierce AI Innovation Awards.
TFives builds deterministic compliance and AI governance infrastructure for life sciences. Its platform maintains a single register of use cases and separates traditional computerized systems, which stay under established validation controls, from GxP and non-GxP AI, where AI-specific governance applies. Every AI use case must document the person who makes the final decision and the SOP that governs it. A missing entry is flagged as a high-severity gap, and nothing is sealed as compliant until oversight and validation evidence are in place. TFives also weighs each use case's expected return against its cost of compliance, so leaders can decide what to fund or defer using the same record an inspector would review. The company's name reflects its founding principle: transformation through trust, technology and transparency. TFives is headquartered in Los Altos, California. Learn more at www.tfives.com.
